Like its more common V11 EV California cousins, this Moto Guzzi big V-twin lets its air-cooled cylinders cool in the flowing wind while its efficient drive train doesn't have to turn a corner to mesh with the final drive shaft. The 1064cc engine's 90-degree V-angle lets the engine operate smoothly without balancers or rubber mounts. Weber Marelli EFI supplies the fuel in just the right measure. Five speeds and a dry clutch direct power through the drive shaft. The stout 45mm Marzocchi fork is quite beefy and offers separate adjustments for damping on both compression and rebound. A steering damper and dual WP damper units in the rear also permit you to tailor the ride to your requirements. Triple, four-piston caliper BREMBO brakes stop special wire-spoke wheels with tubeless tires. Guzzi's proportional, integrated braking—where the brake pedal operates on one front disk and the rear with a system that measures each wheel's share of the load and divides braking forces accordingly, even adjusting between front and rear as the braking forces transfer more of the load to the front during an extreme braking event.

The V11 EV Bassa departs from the rest of the California family with a lower seat height and rider foot pegs, rather than floor boards.  The sleek fuel tank still holds five gallons. The rider utilizes a heel-toe shifter and redesigned brake pedal. The generous saddle is a two-piece design allowing the rider to sit lower with a taller passenger backrest for extra passenger comfort above a sweptback rear fender.   Italian Leather saddle bags add stylish onboard storage.  The front end carries an extra large chrome headlight and custom police style tinted windshield add to the rider's experience.
